Breeding is often mistakenly used as a synonym for, or confused with, the keeping, caring for, breeding and trading of animals. Breeding covers a different ground, specifically the genetics of the animals. Breeding is essentially about centrally collecting, processing and certifying animal data and following breeding methods to produce offspring with well-defined characteristics. Breeding is a proven, well-functioning approach to improving (breed) populations. Breeding is also a suitable approach for dogs to increase the genetic diversity within certain (breed) populations and to produce pups that do not suffer from hereditary diseases.
Because the genetic characteristics of a (breed) population only change when several breeders have the same breeding goal, breeders unite and organize themselves for this purpose. The information gathering and processing required to achieve the breeding goal is done according to international agreements and is regulated for several species.

Fox as a pet

In Germany we seem to treat dogs somewhat differently than elsewhere in Europe. In Spain dogs are treated as «dogs», in England dogs can even be heirs. How does one deal with dogs in Germany? What are the legal provisions regarding dogs in Germany
There is no standard German way of dealing with dogs. Although we have the impression that relatively fewer families have a dog and that the role between owner and dog is clearer. But these are subjective observations.
A number of dangerous breeds may not be imported (see below).When registering at the Einwohnermeldeamt, please also ask if you can get forms for the registration of your four-legged friend. The Ordungsamt takes care of the registration and the dog tax assessment.  The amount of the tax is determined per municipality and is sometimes progressive according to the number of dogs.
After payment you will usually (depends on the municipality) receive a dog tag.  A dog that is not registered will cost you a multiple fine.  Discounts are possible for dog breeders, guide dogs for the blind and dogs that are necessary for the exercise of a profession (hunter, security).

Animal breeding

On 18 September 2013 (recently published in JOM 2014/60, ECLI:NL:RVS:2013:1168), the Administrative Jurisdiction Division had to deal with the aforementioned question. In a broader perspective, this judgment dealt with the assessment criteria by which it must be assessed whether a certain activity, in general, conflicts with the zoning that is in force on the site.

In a broader perspective, this judgment dealt with the assessment criteria, on the basis of which it must be assessed whether a certain activity, in general, is contrary to the zoning that applies on the site.
In this case, the use of a building in a house conflicts with the residential zoning. In this specific case, the Municipal Executive of Delfzijl, by decision of March 4, 2011, ordered the appellant, subject to the imposition of a penalty, to reduce the number of dogs kept on the parcel in question to a maximum of seven (excluding puppies) before April 1, 2011. The parcel was zoned for housing. It is not clear from the judgment whether enforcement was initiated ex officio or at the request of a third party (e.g. a neighbor complaining about noise or odor nuisance). It is not clear from the judgment how the Board substantiated that keeping a maximum of 7 dogs (excluding puppies) did fit within the residential zoning, but that aside.
